Maybe whenever the issues fixed or up and running they'll post a update letting everyone know, if it's as wide spread as it seems and is effecting everyone's ability to complete the quest. (:

My screen shot says wait 24 hours to meet/ so I did, but he is not at Otroe circle on 25th.
