Question about Retired CS Events

Is the Retired CS Pet cash shop special a yearly or every-two-year event? Or is it random? I'd like to know the schedule so I can participate one day, but the timing this year just isn't good for me money-wise.

So far it’s been every year,
This is the first time it’s been held at this tome of year and I believe it’s going to stay around this time if it’s released in the future

I should be fine to spend money next March, it's just that I'm about to spend a bunch on other stuff and don't want to murder my wallet all at once. Thanks again for the info!
