That is implied. Yes.

But Glaceon and Leafeon bug me the most. They just seem... less inspired? I dunno, at least Umbreon and Espeon had some pretty big defining characteristics.

Well, if you think about, they're all uninspired. Because they take after almost every element, fire water thunder light dark earth (leafeon) ice. I'm not sure if there are any newer evolutions.

Although Leafeon is a bit obvious (with the leaves design), but Glaceon has a bit more character (taking the shape of iclcles/diamonds).

 

Besides, you got to appreciate the attempt they made with those two.

I have thought about it. None of the originals looked too identical. Sure. I understand they look like they're elements. That's an enormous duh. But the three originals and Umbreon and Espeon didn't look like cut outs of Eevee, dyed, with leaves/leafshapes or ice/ice shapes stapled to them.

So I keep my opinion that Glaceon and Leafeon are uninspired.  There are good Pokemon designs and there are bad ones, and in my opinion Glaceon and Leafeon don't make the cut.

You don't have to agree with me. =|
