Stardust on pets (from a stardust Urn)?

Can you switch it on and off? Or take it off and put it on other pets?

You can switch it on and off just like stardust on any pet, it is just an effect. Click on the pet and there's an effect dropdown. However, you can not remove it completely, just deactivate so it is not visible, once it is on the pet it is permanent.

Are the stardust urns one time use? Or can you use them over and over?

Urns are consumed when you use them, the stardust can only be attracted to one pet :)
