They start out as either a merchant or a rancher, open a shop, stock it up as full as possible, then switch classes. Then they can open the other shop. Just remember, as a merchant you can't access your rancher shop at all. No visiting the till, no adjusting prices, and no adding or removing items. Same with being a rancher and your merchant shop. People can still buy from it, but that's all.
