For years, merchant shops have had a "best shops" listing. It goes by how much the shop has been upgraded.
I simply propose to change this and instead list "Best Shop" by sales instead. I believe it makes more sense to list the active shops than it does to list shops that simply upgraded. :)

Hmm, probably revenue. Because there have been quite a few and still are some shops that sell things at way below shop cost. Revenue is the only thing I can think of that can't be "managed" like upgrading and super low sales.
